Can a small moon keep a gap?

Prometheus sits at the F ring. Watch inner ice lap the outer. Then move the moon and wait for a gap. Arrow keys move the moon in or out. Space pauses.

Represented: planar Keplerian orbits around Saturn, inner particles faster than outer. Simplified: a single moon, kick exaggerated so a gap can be watched in seconds. Self-gravity, collisions and plasma are left out.
